    Second generation of the runtime

    The second generation of the Chainlink Runtime Environment: the same workflow model with confidential compute, more chains and data capabilities, and the ability to compose workflows across CCIP, Data Streams, and the rest of the stack, which is what Fulcrum runs on. I moved the OmniSentinel and ActuaryOS workflows onto it. The confidential compute matters for credit: an underwriting workflow can price collateral against private data without publishing it.
